What's being proposed
- Central Hawke's Bay District Council granting a maximum 33-year lease to the Takapau Community Health Centre Charitable Trust so it can build a community centre, including a purpose-built medical centre for part of the Takapau Reserve located at 36 Charlotte Street, Takapau (corner of Meta Street). There would be an initial term of eleven years, with two further renewal terms, each eleven years.
- That Council gifts the former Scouts' buildings on the Reserve for the Trust to use as part of its facility.
Why we're asking you to give feedback
At the heart of this proposal is a local-use reserve - how we make decisions on how Takapau Reserve is used is in line with the Reserves Act 1977. The decision whether to lease the land or not is made by the Chief Executive. We want to know what you think to help inform the decision, so it best represents community views.
Why we're leasing the land and not gifting it
Takapau Reserve is classified as a reserve under the Reserves Act 1977. The only way we can gift the land is to revoke reserve status through a long, and complex process, at a cost to ratepayers, which has no guaranteed outcome. A lease means we can get a positive outcome for the community, and allows the Trust to take action to build an important community asset much more quickly.
