Have your say on the future of waste in Central Hawke’s Bay

We’re seeking your feedback on the draft Waste Management and Minimisation Plan (WMMP), which sets the direction for waste in Central Hawke’s Bay over the next six years.

The plan outlines proposed priorities and actions and has been informed by a comprehensive Waste Assessment completed last year.

Since our last WMMP in 2019, we’ve made steady progress together, reducing waste to landfill and increasing diversion by around 18 percent. This plan builds on that progress while recognising rising costs and increasing pressure on households, businesses and Council infrastructure. It focuses on practical, affordable improvements and working together as a community to reduce waste.

Why your feedback matters

Your feedback is important and will help shape priorities and ensure services are practical and affordable. Feedback in the past has led to changes like expanded kerbside services, improved waste data, and local initiatives such as e-waste diversion and the salvage workshop.

About the draft plan

Our current WMMP was adopted in 2019 and has been reviewed through the Central Hawke’s Bay Waste Assessment 2025, as required by legislation. The assessment looks at our current waste situation, how our system is performing, and what we need to consider or change to support continued progress.

While we’ve made good progress since the last plan, there are several reasons why the current WMMP needs to be updated:

  • Significant changes in national waste policy and strategic direction.
  • The need to balance waste services with long-term affordability for households.
  • Planning for future waste infrastructure, particularly with the district landfill requiring new consent by 2030.
  • The need to strengthen local and regional partnerships to help achieve our waste minimisation goals.
There are five key focus areas we have identified, with actions under each to help achieve our goals:
  1. Community engagement and partnerships
  2. Education and behaviour change
  3. Right-sized infrastructure – ensuring our infrastructure is reliable, financially viable and fit for purpose
  4. Doing things smarter
  5. Building internal capability

This is a direction-setting plan. Any future decisions on services, funding or infrastructure will be consulted on with the community.
