Further submissions are now open until 5.00pm Monday 4 May

Submissions closed on Plan Change 1 on 8 April and we are now at the stage of requesting further submissions. This stage is more limited in terms of who can submit and what points they can raise.

Summary of submissions

To support the further submissions stage, we have prepared a summary of submissions. All full submissions are also available to view below. We received 15 submissions on the Waipukurau South Development Area and 11 submissions on the Renewable Energy Chapter from a total of 15 individuals, businesses, or organisations.

Who can make a further submission?

A further submission is limited to who can submit:

  • you must be either representing a relevant aspect of the public interest (i.e. or
  • you must have an interest greater than the general public (i.e. you are directly affected by the Plan Change).

If you met the criteria to make a further submission, your further submission must be in response to a submission point already made. This means you may not raise a new submission point.

This step is different to the first round of submissions as it provides an opportunity for those who may be affected by someone else's submission a chance to give a different view. This debate helps give the Hearings Commissioner a better picture of the impacts of the Plan Change and any amendments that have been recommended by submitters prior to the Hearing.

Next steps

Following the close of further submissions, council will make available a section 42A report which sets out the Council officers’ response to submissions. A hearing for those who have nominated to speak to their submission will follow.

What are Council proposing to change?

During the first phase of submissions, we asked for community feedback on two proposed changes to our District Plan.

  • Adopt the Waipukurau South Structure Plan and Development Area chapter into the District Plan. This new chapter aims to ensure that future residential development of the area is integrated with the delivery of infrastructure. The structure plan identifies wetland reserves, new roading connections and areas for stormwater management on the 54ha site just south of the Waipukurau town centre.
  • Amendments to the renewable energy chapter. This proposed change is a targeted amendment to the renewable energy chapter. The proposal is to update the definition of small‑scale renewable energy generation to match national policy direction. This change will make it easier for businesses and farms to install renewable energy systems—particularly solar, without the need for resource consent when the primary purpose is to power an individual site and they meet standard height, noise, and setback requirements. A new definition and clearer consenting pathway is also being introduced for community‑scale solar projects.
